JT CIVIL ENGINEERING LLC (JTCE) is an Oregon based single-member Civil and Environmental Engineering firm.
The firm’s office is located just outside the Greater Portland Area and based in Washington County Oregon. The firm owner James Tran, began their career in the Civil Engineering space in 2019 as a Highway Designer with the Department of Transportation Federal Highway Administration.
As of 2024, JTCE has 5 years of engineering experience between Federal, and local Municipality projects and private developments.The firm holds licensure in both Washington and Oregon, allowing us to provide comprehensive services that will meet the rigorous standards set by your jurisdiction.

Federal Highways Administration (2019-2022)
Role: Highway DesignerMount Rainer Road Rehabilitation:As a Construction Inspector, James Tran reviewed plans and specifications for a 46-mile pavement preservation project along Highway WA-123, WA-410, and Sunrise Park Road
Work included microsurfacing, asphalt patching, striping, crack sealing, and temporary traffic control.
Being on-site from beginning to end allowed me to provide prompt feedback and communication to ensure the project was completed on time.

Role: Civil DesignerAstoria Middle School – Stormwater Capacity Study:Conducted hydraulic and hydrology study for Astoria Middle School to ensure proposed track and field improvements would not surcharge existing stormwater infrastructure.Information was gathered from existing DOGAMI lidar data for site analysis and employed the rational method and Hazen-Williams to determine the total flow rate

Designed comprehensive plan and profiles for 14 sites along 10 miles of NF-32 using MicroStation/OpenRoads Designer.
Developed typical road sections based on geotechnical and hydraulic reports, optimizing road alignment for improved safety and performance.
Address design challenges associated with road rehabilitation in a remote project location to maintain efficient and cost-effective road rehabilitation.
Estimated project costs utilizing a combination of bid histories from across multiple projects using the EEBACS software.
East Troutdale Utility Feasibility Plan | Troutdale, Oregon | 2022
Conducted a Utility Feasibility Study for the City of Troutdale, assessing site serviceability by existing utility infrastructure.
Northbound 30 Apartments – Public Improvements | Portland, Oregon | 2022-2023
Designed site improvements, right-of-way utilities, and site grading for a 14-building apartment complex.
Developed stormwater improvements utilizing SWMM to meet requirements governed by the Portland Stormwater Management Manual.
Developed grading and site plans to ensure the sidewalk meets City of Portland Design Standards and Federal ADA requirements
14-Lot Subdivision, 30% Design | Vancouver, Washington | 2022-2023
Designed site, utility, and grading plans for a Vancouver, Washington subdivision project.
Developed a stormwater system capable of retaining a 50-year storm and treating a 2-year storm for water quality, complying with the Clackamas County Stormwater Manual.
